Does "as compared with" mean the same thing as "compared with"?

In this Oxford Languages definition for the headword "index" I found the phrase "as compared with":

(index) a figure in a system or scale representing the average value of specified prices, shares, or other items as compared with some reference figure. "the hundred-shares index closed down 9.3"

I found a post on this forum about the phrase "as compared to". One of the users Daniel, who received 23 upvotes for his answer said:

"They are both correct, and different ways of saying the same thing"

Is this the case in my sentence? Can "as compared with" be replaced with " compared with".?

It's not well written, IMHO.

I think they're saying that indexes are often used for comparison purposes. Better wording would have been "to be compared with".

When the example sentence says "closed down 9.3", they're saying that today's closing value of the index is 9.3 points less than the previous day's. The previous day is the "reference figure".
